In Kazakhstan, measuring instruments subject to state metrological control may be subject to type approval under the relevant metrology legislation before being placed on the market. Type approval is based on assessing, through test results, that the measuring instrument meets the specified metrological and technical requirements, and on entering the approved type in Kazakhstan's Register of the State System for Ensuring the Uniformity of Measurements.
For this reason, although the expression “Kazakhstan Measuring Instruments Approval and Registration Certificate” is widely used on the market, the document and procedure to be applied should be determined according to the nature of the product, its intended use, its method of production and whether it falls under state metrological control.
Kazakhstan Measuring Instruments Type Approval Certificate
Under Kazakh legislation, the “Certificate of Type Approval of Measuring Instruments” is the official conformity document issued by the competent authority when the type approval tests have a positive outcome. Type approval refers to the metrological assessment for the use of the measuring instrument concerned under the conditions of use specified in Kazakhstan.
Under type approval, the following may be examined:
- Technical characteristics of the measuring instrument,
- Measuring range and accuracy characteristics,
- Metrological characteristics,
- Intended use,
- Measurement method,
- Technical documentation,
- Test and verification results
The approved type of measuring instrument is entered in the Register of Kazakhstan's State System for Ensuring the Uniformity of Measurements. The register may contain data such as the manufacturer of the instrument, its type, country of manufacture, certificate details, validity date and relevant metrological information.
Type Approval for Serially Produced Measuring Instruments
Type approval is applied in Kazakhstan for serially produced measuring instruments. Under the legislation, serially produced measuring instruments may be subject to type approval, and the approval process is concluded by carrying out the relevant tests.
Here, instead of the general expression “5-year serial production Type Approval Certificate” used in old practice, the more accurate approach is that the validity period of the certificate is determined under the relevant certificate and legislation. The validity period should not automatically be assumed to be five years for every product.
In the type approval process, the product's technical characteristics, test results and technical documentation are assessed. Where necessary, production conditions and the serial production characteristics of the measuring instrument may also be part of the process.
Metrological Attestation for Single Measuring Instruments
For measuring instruments that are subject to state metrological control and placed on the market as a single unit, a metrological attestation/certification procedure may be applied instead of type approval, within the conditions set out in the legislation.
For this reason, serial production type approval should not be assumed directly for single-unit production, special designs or instruments produced for a specific project. The metrological procedure to be applied should be determined by examining the product's method of production and intended use.
Kazakhstan Measuring Instruments Registration Procedure
Once type approval or the relevant metrological assessment has been completed, the conforming type of measuring instrument, or the instrument that has passed metrological attestation, is entered in the Register of the State System for Ensuring the Uniformity of Measurements. The register is the official system in which the records of measuring instrument types approved in Kazakhstan and of metrologically assessed instruments are kept.
In addition, Kazakhstan has official lists determining the scope of measurements subject to state regulation. For this reason, the mere fact that a device is a “measuring instrument” does not by itself mean that the same procedure will apply; the measurement performed by the product and its area of use should be assessed separately.
Verification After Type Approval
Type approval or metrological attestation and entry in the register are not always the final stage of the process.
Measuring instruments subject to state metrological control may, depending on the relevant conditions, be subject to metrological verification (verification/poverka) before being placed on the market and during use. Verification is a separate procedure for checking whether the instrument meets the specified metrological requirements.
For this reason, a process in the form of:
Type Approval → Register Entry → Initial Verification → Periodic Verifications During Use
may apply. However, the stages to be applied may vary according to the product's scope under the legislation.
Our Scope of Service for Kazakhstan Measuring Instruments
At Istanbul Certificate Office, we provide product-based preliminary assessment and documentation support in the metrological conformity process for measuring instruments planned to be exported from Türkiye to Kazakhstan.
First, we examine:
- The technical characteristics of the product,
- The parameter it measures,
- The measuring range and accuracy class,
- The intended use,
- Your method of production (serial production / single-unit production / batch),
- The technical passport and user manual,
- Existing test reports,
- CE, EAC or other existing conformity documents
and determine the type approval, metrological attestation, register entry, verification and any other conformity procedures that need to be applied in Kazakhstan.
Preliminary Assessment for Kazakhstan Measuring Instruments
So that we can determine the document to be applied to your product, it is sufficient to send us the product name, brand and model, technical characteristics, measuring range, intended use and your existing technical documents.
By carrying out a product-based legislation and metrology assessment, we can plan together the conformity and registration process required for export to Kazakhstan.
