The terms Kazakhstan GGTN Use Licence, GGTN Use Certificate or GGTN Permit have been used for many years by companies exporting technical equipment and machinery from Türkiye to Kazakhstan, particularly for use in industrial facilities.
Under current Kazakh legislation, however, the matter is essentially assessed under the permit to use technologies and hazardous technical devices used at hazardous production facilities and industrial safety requirements.
The competent authority in this field is the Industrial Safety Committee of the Ministry for Emergency Situations of the Republic of Kazakhstan. The Committee is responsible for state supervision in the field of industrial safety at hazardous production facilities and for the related permit procedures.
However, it cannot be said that every industrial product is automatically subject to a GGTN permit. First, it must be assessed whether the product falls under hazardous technical devices, together with its place of use and the relevant technical regulations.
What Is the Kazakhstan GGTN Permit to Use?
In Kazakhstan, a permit to use may be issued by the competent authority for certain technologies and hazardous technical devices to be used at hazardous production facilities.
The current name of the official service is “Issuing permits for the use of technologies and hazardous technical devices used at hazardous production facilities”.
This permit is part of the official process allowing the relevant technology or hazardous technical device to be used in compliance with industrial safety requirements in Kazakhstan. The service is provided by the Ministry for Emergency Situations of the Republic of Kazakhstan.
Which Products May Fall Under GGTN / Industrial Safety?
Depending on the product's area of use and technical characteristics, the following equipment may be subject to assessment in terms of industrial safety:
Equipment operating under pressure
- Pressure vessels
- Pressure tanks
- Air tanks and receivers
- Boilers
- Steam equipment
- Heat exchangers
- Pressure piping and systems
- Other technical devices operating under pressure
Under Kazakh legislation, equipment operating under certain pressure and temperature conditions may fall under hazardous technical devices. For example, the legislation defines certain technical devices operating at a pressure above 0.07 MPa, or in which water is heated above 115 °C, as falling within this scope.

What is decisive here is not only the name of the product. Its technical characteristics, operating pressure/temperature, intended use, the facility where it will be installed and the relevant technical regulations must be assessed together.
Is the GGTN Permit to Use the Same as a Product Conformity Document?
No.
These two matters must be kept separate.
Product conformity assessment is aimed at assessing whether the product meets the requirements of the relevant technical regulation and standards.
GGTN / the permit to use, on the other hand, is the industrial safety procedure for the use of certain technologies and hazardous technical devices at hazardous production facilities in Kazakhstan.
As an important point, Kazakhstan's “Civil Protection” legislation states that for certain hazardous technical devices that have passed a conformity assessment procedure, a separate permit to use is not required. For this reason, whether an EAC or other conformity document exists must also be checked in the GGTN assessment.
Registration of Hazardous Technical Devices
Separately from the permit to use, some hazardous technical devices may need to be registered.
In Kazakhstan, registration and deregistration of hazardous technical devices is a separate state service. Applications can be made electronically, and the outcome may be a notification that the device has been registered or a reasoned refusal.
For this reason, the following two matters should be examined separately for each project:
1. Is a permit to use required?
2. Is registration of the hazardous technical device required?
Both procedures are assessed according to the nature of the product and its conditions of use in Kazakhstan.
Documents Required for the Kazakhstan GGTN Permit to Use
In the application and industrial safety assessment, the following technical documents may be requested depending on the nature of the product:

- Manufacturer's trade registry/incorporation documents
- Product technical passport
- Technical specification
- Product catalogues
- Operating and maintenance instructions
- Technical drawings
- Mechanical and electrical diagrams
- Product technical characteristics
- Operating pressure and temperature information
- Material and raw material information
- Material/test reports
- Pressure tests
- Mechanical test results
- Electrical tests
- Manufacturer's quality control records
- Existing CE/EAC and other conformity documents
- Risk assessment and safety documents
- Product sample where required
- Information on the facility/project where the product will be used
However, the definitive list of documents must be determined product by product and according to the industrial safety procedure to be applied.
Industrial Safety Expertise
For some products and technologies, an expert review/expertise may be required in terms of industrial safety.
Under Kazakh legislation, the result of the industrial safety expertise is issued as an expert conclusion. The purpose of this review is to assess the conformity of the relevant technical device or technology with industrial safety requirements.
Accordingly, depending on the status of the product, the process may proceed as:
Technical File → Tests → Industrial Safety Expertise → Permit to Use → Registration
It should not be assumed that all of these steps must be applied for every product.
Validity Period of the GGTN Certificate
In old practice, expressions such as “3-year” or “5-year GGTN Use Certificate” are used.
Under current legislation, however, the scope of the permit to use and the procedure to be applied should be assessed product by product and regulation by regulation. For this reason, we do not recommend giving a general period on the website stating that the permit is automatically valid for 3 or 5 years for all products.
In addition, Kazakh legislation contains provisions on the validity of permits to use for market participants throughout the country; whether reissue is required should be assessed according to the relevant legislation and the status of the product.
