Kazakhstan Fire Certificate and Kazakhstan Fire Safety Certificate are general terms used for the conformity documents and assessment results issued when assessing the conformity of products with the technical regulations and relevant standards applicable in Kazakhstan in terms of fire safety.
In Kazakhstan, the basic technical framework in the field of fire safety is set by the “General Fire Safety Requirements” Technical Regulation. This regulation contains requirements for substances and materials, construction materials, building elements, electrical products, equipment and various products that pose a risk in terms of fire safety.
In addition, for certain products used in fire safety and fire-extinguishing systems, a separate conformity assessment may come up under the Eurasian Economic Union (EAEU) Technical Regulation TR EAEU 043/2017.
For this reason, it cannot be said that a product is automatically subject to the same type of document merely because it is a “fire product”. The product's technical characteristics, intended use, fire safety class and the applicable technical regulation must be assessed together.
What Is the Kazakhstan Fire Certificate?
For products requiring conformity assessment in terms of fire safety in Kazakhstan, whether the product meets the relevant technical requirements can be determined through testing, technical documentation and the applicable conformity assessment procedures.
Under the legislation, conformity assessment in terms of fire safety may be mandatory for some products and voluntary for others, depending on the relevant legislation and demand.
For this reason, it is not correct to use a general statement such as “a fire certificate must be obtained from the MChS for all fire-related products in Kazakhstan”.
Which document is required must be determined in advance for each product.
For Which Products May the Kazakhstan Fire Safety Certificate Come Up?
Depending on the product's area of use and technical characteristics, the products that may be subject to assessment in terms of fire safety may include the following groups:
Fire safety equipment
- Fire alarm systems,
- Fire detection equipment,
- Fire-extinguishing systems,
- Fire extinguishers,
- Fire safety equipment,
- Technical products used in fire safety systems.
Construction and insulation materials
- Mineral wool,
- Stone wool,
- Thermal and sound insulation materials,
- PVC and plastic-based construction materials,
- Wall and ceiling covering materials,
- Roofing materials,
- Construction and decoration materials.
Building elements
- Fire dampers,
- Air ducts,
- Cable ducts,
- Fire-resistant building elements,
- Fire doors and similar construction products.
Electrical and electronic products
- Cables,
- Electrical equipment,
- Electronic devices,
- Electrical panels and certain electrical installation products.
The fact that a product falls into one of these groups does not by itself determine the type of document. The procedure to be applied is determined on the basis of the product's intended use, technical characteristics and the relevant technical regulations. Kazakhstan's fire safety technical regulation also contains fire safety requirements for electrical products and equipment.
Types of Kazakhstan Fire Certificate
In practice, different documents and conformity assessment procedures may be referred to under the name “Kazakhstan Fire Certificate”.
Serially Produced Products
For serially produced products, the conformity assessment scheme is determined by the relevant technical regulation for the product and the assessment procedure selected.
For serially produced products, operations such as assessment of production conditions, tests and technical documentation may be required.
The validity period of certificates of conformity is not fixed for all products either; it is determined by the conformity assessment scheme selected.
Batch or Single Product
Conformity assessment can also be carried out for a specific batch or a single product, according to the legislation the product falls under.
In particular, for products to be used under a specific project or shipment, the procedure to be applied should be determined according to the nature of the product and the relevant technical regulation.
Documents Required for the Kazakhstan Fire Certificate
Although it varies according to the nature of the product, the following documents may be requested for a preliminary assessment:
- Manufacturer's details,
- Trade registry or company registration details,
- Manufacturer's authorisation documents,
- Product technical characteristics,
- Technical passport,
- Product catalogue,
- User manual,
- Existing test reports,
- Existing conformity documents,
- Raw material and composition information for the product,
- Test results on fire performance,
- Technical drawings,
- Product photographs,
- Sample where required.
Depending on the technical structure of the product, additional documents or tests may also be requested.
How Is the Kazakhstan Fire Certificate Obtained?
In general, the process consists of the following stages:
1. Review of product information
The product name, model, technical characteristics and intended use are assessed.
2. Determining the HS code
The product's customs classification and its links to the relevant legislation are examined.
3. Determining the applicable technical regulation
Kazakhstan's national legislation and, where necessary, EAEU technical regulations are checked.
4. Determining the conformity assessment procedure
It is determined whether the product is subject to a certificate, a declaration of conformity, testing or another assessment procedure.
5. Testing and technical review
Where required, fire safety tests are carried out on a product sample.
6. Assessment of the technical file
The technical documents and test results for the product are reviewed.
7. Issue of the conformity document
The certificate of conformity, declaration of conformity or other relevant document is issued according to the applicable legislation.
Do Not Confuse the Fire Certificate with the Facility Conformity Conclusion
As of 1 February 2026, Kazakhstan has an official “conformity conclusion” procedure on the compliance of buildings and facilities with fire safety requirements.
This document relates in particular to the facility/object fire safety assessment before the acceptance and commissioning of certain structures, and is not the same document as the fire conformity certificate for products. This state service is provided by the regional units of Kazakhstan's Ministry for Emergency Situations.
Therefore, it is important to make the distinction:
Product certificate ≠ Facility fire safety conformity conclusion
Fire Safety Products to Be Exported to Kazakhstan
When exporting products that are critical in terms of fire safety to Kazakhstan, looking only at the document the product holds in Türkiye may not be sufficient.
The following must be assessed together for the product:
- Intended use in Kazakhstan,
- Technical characteristics,
- Fire class,
- Product category,
- HS code,
- Status under the EAEU,
- Kazakhstan's national technical regulations,
- Existing test reports and conformity documents
In particular, for products under EAEU technical regulations, a conformity assessment valid under EAEU legislation may apply instead of a separate document specific to Kazakhstan.
