Kazakhstan Technical Specification and Kazakhstan Technical Passport

Preparation of the technical passport and technical specification to be used in Kazakhstan for machinery, pressure and industrial equipment.

In short

The Kazakhstan Technical Specification and the Kazakhstan Technical Passport are assessed as part of the technical documentation containing the technical characteristics of the product or equipment, its operating principle, conditions of use, technical parameters, installation and maintenance requirements and information on its safe use.

  • The technical passport sets out the product’s technical identity; the technical specification defines design, performance and safety requirements
  • Technical documentation is accepted among the evidence of conformity with technical regulations
  • Documents may need to be prepared in, or translated into, Kazakh and/or Russian
  • The technical passport does not replace the EAC certificate on its own

The Kazakhstan Technical Specification and the Kazakhstan Technical Passport are assessed as part of the technical documentation containing the technical characteristics of the product or equipment, its operating principle, conditions of use, technical parameters, installation and maintenance requirements and information on its safe use.

In Kazakhstan, the technical requirements for products and their conformity assessment are determined in line with the technical regulations of Kazakhstan and the Eurasian Economic Union (EAEU) that the product falls under.

Kazakhstan's Law on Technical Regulation accepts technical documentation among the evidence that can be used to prove that products comply with the requirements set out in technical regulations.

For this reason, the technical passport or technical specification should be regarded not merely as a “document preparation” exercise, but as an important part of the product's technical conformity and safety documentation.

What Is the Kazakhstan Technical Passport?

The Technical Passport is a document prepared by the manufacturer that sets out the technical identity and basic operating characteristics of the product or equipment.

Depending on the nature of the product, the technical passport may contain the following information:

  • Manufacturer's details,
  • Product name and model,
  • Serial or type number,
  • Date of manufacture,
  • Technical characteristics,
  • Capacity and operating parameters,
  • Operating pressure and temperature,
  • Electrical characteristics,
  • Dimensions and weight,
  • Intended use,
  • Operating conditions,
  • Safety requirements,
  • Installation information,
  • Maintenance and periodic inspection information,
  • Operating instructions,
  • Technical drawings and diagrams,
  • Standards and technical regulations the product is subject to,
  • Test and inspection results,
  • Warranty information.

The content may vary according to the type of product and the applicable technical regulation.

Kazakhstan's public procurement rules also provide, for some products, that the technical passport or factory quality certificate issued by the manufacturer should contain information such as the product's configuration, technical characteristics, operating instructions and warranty terms.

What Is the Kazakhstan Technical Specification?

The Technical Specification is a technical document defining the design, production, technical characteristic, performance, safety and use requirements of the product.

Depending on the characteristics of the product, the technical specification may include:

  • Product description,
  • Design characteristics,
  • Technical parameters,
  • Intended use,
  • Performance criteria,
  • Raw material and material characteristics,
  • Production requirements,
  • Inspection and test methods,
  • Acceptance criteria,
  • Safety requirements,
  • Installation and commissioning conditions,
  • Maintenance and service conditions,
  • Packaging and transport conditions,
  • Standards and technical regulations applied

The scope of the technical specification should be determined according to the technical regulation the product falls under and the product's area of use.

For Which Products Are the Technical Passport and Technical Specification Required?

Technical documentation is of great importance in particular for machinery, equipment and technical products used in industrial facilities.

For example:

Pressure Equipment

  • Pressure vessels,
  • Pressure tanks,
  • Air tanks,
  • Gas cylinders,
  • Steam equipment,
  • Heat exchangers,
  • Boilers.

Heat and Energy Equipment

  • Steam boilers,
  • Hot water boilers,
  • Heat generation equipment,
  • Turbines,
  • Heat exchangers,
  • Thermal equipment.

Machinery and Industrial Equipment

  • Compressors,
  • Pumps,
  • Turbines,
  • Hydraulic equipment,
  • Production machinery,
  • Industrial plant equipment.

Other Technical Products

  • Lifting equipment,
  • Special process machinery,
  • Electrical machinery,
  • Industrial automation equipment,
  • Production lines and modules.

Especially for machinery and equipment, technical documentation is important in terms of installation, operation, maintenance and safe use. Kazakh legislation provides that, when machinery and equipment are placed on the market, conformity with the relevant technical regulations must be confirmed by documents.

Technical Documentation for Exports to Kazakhstan

When exporting machinery or industrial equipment from Türkiye to Kazakhstan, having only the commercial invoice or the product catalogue may not be sufficient.

Depending on the technical regulation the product falls under, documents such as the following may be required:

  • Technical passport,
  • Technical specification,
  • Operating and maintenance manual,
  • Technical drawings,
  • Electrical diagrams,
  • Installation documents,
  • Risk assessment,
  • Test reports,
  • Conformity documents,
  • Declaration or certificate of conformity

In particular, for products under EAEU technical regulations, it is important to prepare the technical file and evidence documents required by the relevant technical regulation.

Under Kazakhstan's Law on Technical Regulation, for products to which technical regulations apply to be placed on the market, conformity with the relevant requirements must be confirmed according to the prescribed procedures.

In Which Language Should the Technical Passport Be Prepared?

For products exported to Kazakhstan, the technical documentation may need to be prepared in, or translated into, Kazakh and/or Russian, depending on the market where it will be used, the product and the applicable legislation.

For this reason, it should not be assumed that a Turkish technical passport prepared in Türkiye can be used directly in Kazakhstan.

The legislation the product falls under and its area of use should be examined, and the required documents should be prepared in line with the format and language requirements accepted in Kazakhstan.

How Are the Kazakhstan Technical Passport and Technical Specification Prepared?

The general process may be carried out as follows:

1. Collecting the product's technical information

The product's model, capacity, operating principle and technical characteristics are examined.

2. Determining the legislation

It is determined whether the product falls under Kazakh or EAEU technical regulations.

3. Reviewing existing technical documents

The manufacturer's existing technical passport, catalogues, user manuals, drawings and test reports are assessed.

4. Preparing or revising the technical documentation

The required technical passport, technical specification and operating/maintenance documents are prepared.

5. Matching with conformity documents

The consistency of the prepared technical documents with the declaration of conformity, certificate and test reports is checked.

6. Language and format check

The conformity of the documents with the language in which they will be used in Kazakhstan and with the relevant format requirements is checked.

7. Approval/registration procedures where required

If the special legislation the product falls under provides for an approval, registration or additional assessment, the relevant process is carried out separately.

The Technical Passport and the EAC Certificate Are Not the Same Thing

This distinction is particularly important.

Technical Passport:

A technical document containing the product's technical identity, characteristics, operating conditions and operating/maintenance information.

Technical Specification:

A document defining the product's technical, performance and safety requirements.

EAC Conformity Document:

A conformity assessment document showing that the product meets the requirements of the relevant EAEU technical regulation.

Therefore, where required, the technical passport or technical specification may be part of the technical documentation of the EAC conformity assessment or supporting evidence for it; however, it does not replace the EAC certificate on its own.
