The Ukraine Measuring Instruments Type Approval Certificate is an official conformity document used in assessing the conformity of measuring instruments used in the field of legally regulated metrology in Ukraine with the relevant technical regulation and metrological requirements.
In Ukraine, the process for measuring instruments is today carried out within the framework of technical regulations and conformity assessment legislation rather than the old UkrSEPRO system. In particular, Ukraine's “Technical Regulation of Legally Regulated Measuring Instruments” is applied for legally regulated measuring instruments.
Ukraine's Ministry of Economy and Environment also keeps an official register of approved types of measuring instruments.
What Is Ukraine Measuring Instruments Type Approval?
Type approval is the process of assessing whether a specific model or type of measuring instrument meets the relevant technical and metrological requirements and, if found to conform, including that type in the official register.
In particular, for products such as:
- Measuring instruments,
- Weighing and weight measurement systems,
- Meters,
- Measurement sensors,
- Industrial measuring equipment,
- Commercial measuring instruments,
- Electronic measurement systems
the procedure to be applied is determined according to the instrument's intended use and the field of metrology in which it will be used.
Under Ukrainian legislation, the conformity assessment of legally regulated measuring instruments may be carried out by authorised/designated conformity assessment bodies in line with the procedures set out in the relevant technical regulations.
Ukraine Measuring Instruments Type Approval Process
If the product is planned to be placed on the market in Ukraine or used under legal metrology, the scope of the product and the technical regulation to be applied are determined first.
The general process may consist of the following stages:
1. Review of the product and its technical characteristics
The measuring instrument's model, measuring range, accuracy class, operating principle and intended use are assessed.
2. Determining the technical regulation to be applied
It is determined whether the product falls under the relevant technical regulation in Ukraine.
3. Preparation of the technical documentation
The technical file, product technical characteristics, drawings, instructions for use, test results and other relevant documents are assessed.
4. Conformity assessment and tests
Depending on the nature of the product and the procedure to be applied, laboratory tests, metrological examinations and other conformity assessment operations may be carried out.
5. Carrying out type approval
If the conformity requirements are met, the type approval process for the relevant type of measuring instrument is completed.
6. Official register procedures
Approved types of measuring instruments may be recorded in Ukraine's register of approved types. The Ukrainian Ministry currently publishes this register.
For Which Measuring Instruments May Type Approval Be Required?
The type approval requirement is not determined merely by the product being a “measuring instrument”. The instrument's intended use and whether it is used in the field of legally regulated metrology are what matter.
For example, the procedure to be applied may be determined according to the product's technical characteristics for:
- Weighing instruments for commercial use,
- Water, gas and energy meters,
- Fuel measurement systems,
- Industrial measuring instruments,
- Pressure and temperature measuring instruments,
- Flow meters,
- Electronic measurement systems,
- Automatic or semi-automatic measurement systems
Ukrainian legislation separately defines certain categories of legally regulated measuring instruments and lays down provisions on their metrological controls.

Although it varies according to the nature of the product, the following information is generally requested for a preliminary assessment:
- Product name and model
- Manufacturer's details
- Technical characteristics
- Operating principle of the product
- Measuring range
- Accuracy class
- Technical drawings
- User manual
- Existing test reports
- CE or other conformity documents
- Calibration/metrology documents
- Intended use of the product
- The field in which the product will be used in Ukraine
The existence of CE certificates or European Union conformity documents may support the process; however, whether they replace the conformity assessment in Ukraine must be assessed separately on the basis of the product and the technical regulation to be applied.
Type Approval Time
The type approval time varies according to the product's characteristics, the conformity assessment procedure to be applied, the tests required and the scope of the technical file.
For this reason, instead of giving a fixed period of “2–4 months” for all measuring instruments, it is more accurate to determine an estimated time after the product's technical information has been reviewed.
