UkrSEPRO Fire Certificate and Ukraine Fire Conformity Certification
Certain products exported to Ukraine may need to have their conformity with fire safety and the relevant technical requirements documented.
These documents, referred to on the market as “Ukraine Fire Certificate”, “Ukraine Fire Safety Certificate” or “UkrSEPRO Fire Certificate”, are used to assess the conformity of products with the fire safety requirements applicable in Ukraine.
Whether a fire certificate is required is determined by the nature of the product, its area of use, its technical characteristics and the legislation it is subject to in Ukraine.
What Is the Ukraine Fire Certificate Used For?
The Ukraine Fire Certificate can be used to show that the product concerned meets the applicable technical requirements in terms of fire safety.
In particular, it may come up for products that may be subject to special requirements in terms of fire safety, such as:
- Construction and building products,
- Insulation materials,
- Electrical and cable products,
- Fire-resistant building elements,
- Covering and construction materials,
- Fire safety equipment,
- Technical and industrial products
However, a fire certificate is not mandatory for every product.
To determine which document a product is subject to, the product's technical characteristics and area of use must be examined.
The Relationship Between UkrSEPRO and the Fire Certificate
UkrSEPRO is one of the certification systems associated with the conformity assessment of products in Ukraine.
The conformity assessment required in terms of fire safety, on the other hand, may be addressed separately within the framework of the relevant technical requirements the product is subject to.
For this reason, the “UkrSEPRO certificate” and the “fire certificate” do not mean the same document for every product.
For a product, the following, or a combination of them, may apply:
- Conformity assessment under UkrSEPRO,
- Fire safety conformity assessment,
- Another conformity document relating to a technical regulation
The correct type of document must be determined product by product.
Types of Ukraine Fire Certificate
The validity and manner of use of fire conformity documents may vary according to the legislation and assessment procedure applied.
In export practice, the following scenarios are generally encountered:
1. Batch / Shipment / Single-Contract Certification
Conformity assessment can be carried out for a specific export transaction, contract or product batch.
In this case, the document may be linked to:
- A specific exporter or manufacturer,
- A specific product,
- A specific batch,
- A specific contract or shipment
The conditions of use and scope of validity of the document are determined by the document issued.
This method may come up in particular for companies sending products to Ukraine on a one-off basis or under a specific project.
1-Year Ukraine Fire Certification
For serially produced products, conformity documents of a fixed term may be issued, depending on the applicable assessment procedure.
If the document is issued in the name of the manufacturer, it may be possible to offer the products covered by the document to different buyers on the Ukrainian market.
However, whether the product can be sold to different buyers depends on the scope stated on the document and the relevant legal requirements.
For this reason, what matters more than the term of the document is determining the scope and conditions of use of the document correctly.
3-Year Ukraine Fire Certification
Where the applicable certification procedure allows, longer-term conformity documents may also be issued.
For some product groups, longer-term certification may require assessment of production conditions or an audit of the production facility.
In this context, the following may be examined:
- Production processes,
- Raw materials used,
- Product characteristics,
- Quality control processes,
- Production stages critical in terms of fire safety
Where considered necessary, periodic surveillance or factory audits may be carried out during the validity period of the document.
Is Testing Required for the Fire Certificate?
Depending on the characteristics of the product and the applicable technical requirements, testing or laboratory assessment may be required.
For example, the following characteristics of the product may be assessed:
- Flammability characteristics,
- Fire resistance,
- Flame spread,
- Smoke generation,
- Behaviour under the effect of heat
However, the same tests are not applied to all products.
Which tests are required is determined according to the product's technical characteristics and the relevant Ukrainian legislation.
Ukraine Fire Certification Process
At Istanbul Certificate Office, we generally proceed through the following stages in Ukraine fire conformity processes:
1. Product Analysis
The product's technical characteristics and intended use are examined.
2. Regulatory Check
The technical requirements the product is subject to in Ukraine are determined.
3. Determining the Document Requirement
It is determined whether a Ukraine Fire Certificate, UkrSEPRO or another conformity assessment document is required.
4. Preparation of Documents
The technical file, product information, existing test reports and other required documents are prepared.
5. Testing / Technical Assessment
Where required, product tests are carried out or existing test reports are assessed.
6. Assessment of the Place of Production
For products where the certification procedure requires it, the production facility may be audited.
7. Issue of the Document
Once the conformity assessment has been completed, the relevant document is issued.
8. Surveillance
Depending on the scope and validity conditions of the document, periodic surveillance or audits may be applied.
Why Is It Important for Companies Exporting to Ukraine?
It is important for manufacturers regularly sending products to the Ukrainian market to determine the technical requirements their products are subject to before exporting.
Incorrect or incomplete certification may lead to:
- Delays in customs procedures,
- Requests for additional documents,
- Testing and re-certification costs,
- Disruption of shipment plans
For this reason, carrying out a product-based regulatory and conformity analysis before applying for a document makes for a sounder process.
