The current status of UkrSEPRO and the conformity assessment required today for exports to Ukraine: declaration, certificate, tests, technical file.

In short

UkrSEPRO is the name of the national product certification system used in Ukraine since the 1990s. The system was created for the conformity assessment of products in Ukraine and was used for many years, particularly for the certification of imported products.

  • UkrSEPRO is the old national certification system used in Ukraine since the 1990s
  • Mandatory UkrSEPRO product certification ended as of 28 January 2018
  • The document required today is determined by the technical regulation the product falls under
  • The document requested by the customer and the document made mandatory by legislation must be assessed separately

UkrSEPRO Certification and Ukraine Conformity Assessment Services

UkrSEPRO is the name of the national product certification system used in Ukraine since the 1990s. The system was created for the conformity assessment of products in Ukraine and was used for many years, particularly for the certification of imported products.

As a result of the reforms carried out in Ukraine's technical regulation system, the mandatory UkrSEPRO product certification system ended as of 28 January 2018. Today, the conformity assessment of products in Ukraine is carried out mainly through the relevant technical regulations and conformity assessment procedures.

For this reason, for a company that will export to Ukraine today, the question to be answered first is not only “Is a UkrSEPRO certificate required?”, but:

“Which technical regulation is the product subject to in Ukraine, and which conformity assessment procedure must be applied?”

Why Was UkrSEPRO Important?

UkrSEPRO was Ukraine's old national product certification system.

Under the system, various methods were applied in the past, such as:

  • Conformity assessment of products,
  • Laboratory tests,
  • Assessment of production conditions,
  • Certification of serially produced products,
  • Product and production system assessments

With Ukraine's technical regulation reform, the system was transformed into a technical regulation and conformity assessment model closer to the European Union approach. Ukraine's official institutions also explain the basis of this transformation through the “On Technical Regulations and Conformity Assessment” legislation and the relevant technical regulations.

Which Document Is Required Today for Export to Ukraine?

The document required for export to Ukraine is determined according to the product's:

  • Product category,
  • Technical characteristics,
  • Intended use,
  • HS code,
  • Relevant Ukrainian technical regulation,
  • Conformity assessment procedure to be applied

Depending on the product, different requirements may apply, such as:

  • Conformity assessment,
  • Declaration of conformity,
  • Certificate of conformity,
  • Test reports,
  • Technical file,
  • Assessment of the place of production,
  • Fire safety conformity

For this reason, it cannot be said that a UkrSEPRO certificate must automatically be obtained for every product.

Can a UkrSEPRO Certificate Still Be Obtained?

The name “UkrSEPRO Certificate” may continue to be used on the market, and some companies may offer a certificate under this name on request.

However, because the mandatory UkrSEPRO certification system ended in 2018 in Ukraine, obtaining such a document should not be regarded as automatically mandatory for the product's entry into Ukraine. The official statements of Ukraine's Ministry of Economy also indicate that the old mandatory certification list was repealed as of 28 January 2018.

Therefore, the document requested by the customer and the conformity document made mandatory by Ukrainian legislation must be distinguished from each other.

How Does the Ukraine Conformity Certification Process Work?

At Istanbul Certificate Office, in certification work for Ukraine we recommend first determining the product's scope under current legislation.

1. Product Analysis

The product's technical characteristics, intended use and product group are examined.

2. HS Code Check

The product's customs classification is assessed.

3. Identification of the Technical Regulation

The relevant technical regulation or regulations the product is subject to in Ukraine are determined.

4. Determining the Conformity Assessment Method

It is determined which conformity assessment procedure will be applied to the product.

5. Preparation of Technical Documents

The product's technical characteristics, test reports, user manuals, label information and other required documents are assessed.

6. Testing and Assessment

Where the legislation requires, product tests are carried out or existing test reports are assessed.

7. Certification / Declaration

The required conformity assessment procedures are completed and the relevant certificate or declaration process is concluded.

8. Export and Placing on the Market

Once certification has been completed, the import and market placement procedures for the product in Ukraine are carried out.

Ukraine Fire Certificate

For some products, fire safety requirements may also come up in addition to the general conformity assessment.

In particular, the relevant technical requirements may need to be examined separately for products such as:

  • Construction and building products,
  • Insulation materials,
  • Cable and electrical products,
  • Fire-resistant materials,
  • Covering products,
  • Fire safety equipment

For this reason, before exporting to Ukraine, it is important to check not only the general conformity document but also the fire safety requirements specific to the product.

Is Testing Required for Certification in Ukraine?

The same test procedure is not applied to every product.

The test requirement is determined according to:

  • The product's technical characteristics,
  • The relevant technical regulation,
  • The conformity assessment method,
  • The standards used

For some products, existing and acceptable test reports can be used, while for others additional tests in line with Ukrainian legislation may be required.
