Ukraine Documents and Ukraine Certificates

For exports to Ukraine, we determine the technical regulation your product falls under and the declaration or certificate of conformity required.

In short

It is important for Turkish manufacturers and exporters wishing to export products to Ukraine to determine in advance, product by product, the conformity and document requirements so that their products can be placed on the market in Ukraine and import procedures can run smoothly.

  • Product conformity in Ukraine is based on technical regulations, conformity assessment and accreditation
  • The list of products subject to mandatory certification was repealed on 28 January 2018
  • UkrSEPRO is not mandatory for every product; the document required varies by product
  • Ukrainian technical legislation has largely been harmonised with European Union legislation

Which Documents Are Required for Export to Ukraine?

It is important for Turkish manufacturers and exporters wishing to export products to Ukraine to determine in advance, product by product, the conformity and document requirements so that their products can be placed on the market in Ukraine and import procedures can run smoothly.

Unlike the old UkrSEPRO mandatory certification system, Ukraine's current product conformity system is based on technical regulations, conformity assessment and accreditation. Ukraine's technical regulation legislation has largely been harmonised with the technical legislation of the European Union.

According to the statement of Ukraine's Ministry of Economy, the list that previously defined the products subject to mandatory certification was repealed on 28 January 2018, and no new general mandatory certification list of the same scope has been created in its place.

For this reason, a general approach such as “every company exporting to Ukraine must obtain UkrSEPRO” is not correct today.

Instead, it should be determined which technical regulations the product falls under and which conformity assessment procedure must be applied.

The Current Certification System in Ukraine

In Ukraine, the conformity assessment of products is carried out according to the technical regulation the product falls under.

The current quality infrastructure statement of Ukraine's Ministry of Economy indicates that the basic legal framework of the technical regulation, conformity assessment and accreditation system was created by the law “On Technical Regulations and Conformity Assessment”. Ukraine also has an infrastructure of designated bodies carrying out conformity assessment under technical regulations.

Depending on the nature of the product, one or more of the following processes may come up:

  • Determining the scope of the technical regulation,
  • Product classification,
  • Conformity assessment,
  • Product tests,
  • Preparation of the technical file,
  • Declaration of conformity,
  • Certificate of conformity,
  • Factory or production process assessment,
  • Type approval,
  • Metrological assessment,
  • Hygiene or health safety assessment,
  • Additional documentation requested under customs or market surveillance.

Therefore, the Ukraine certification process should be started with a product-based regulatory analysis.

What Is the Ukraine UkrSEPRO Certificate?

UkrSEPRO is the name of Ukraine's old national product certification system.

In the past, mandatory conformity certification under UkrSEPRO was applied in Ukraine for certain product groups, and this system was used as an important document for Turkish exporters.

However, the mandatory product certification system in Ukraine has been abolished over time. According to the official statement of Ukraine's Ministry of Economy, the old list of products subject to mandatory certification was repealed on 28 January 2018.

For this reason, general statements about the old UkrSEPRO system such as:

  • “UkrSEPRO is mandatory for every product.”
  • “UkrSEPRO is absolutely required to clear Ukrainian customs.”
  • “UkrSEPRO is a mandatory quality certificate for all products.”
  • “2-year and 5-year UkrSEPRO certificates are the current mandatory system.”

should not be used today.

Instead, conformity assessment according to the current technical regulations should be carried out for the product.

Which Documents May Be Required for Export to Ukraine?

The documents required may vary considerably depending on the characteristics of the product to be exported to Ukraine.

For example:

Machinery and Industrial Products

For machinery, equipment and industrial products, procedures such as the relevant technical regulation, risk assessment, technical file, tests and a declaration/certificate of conformity may come up.

Electrical and Electronic Products

For electrical and electronic products, electrical safety, electromagnetic compatibility and other relevant technical regulations may be examined depending on the characteristics of the product.

Measuring Instruments

For legally regulated measuring instruments, special procedures such as type approval and conformity assessment may be applied under technical regulation and metrology.

Medical Devices

For medical devices, depending on the class and intended use of the product, a technical file, conformity assessment, a declaration of conformity and, where necessary, the involvement of a conformity assessment body may apply.

Food and Food Contact Products

For food products and food contact materials, food safety, composition, labelling and the relevant special legislation should be assessed according to the nature of the product.

Cosmetics and Consumer Products

For cosmetics, personal care, textiles, furniture and other consumer products, the required procedure should be determined on the basis of the product's composition, intended use and the relevant Ukrainian legislation.

How Is a Ukraine Certificate Obtained?

Before exporting to Ukraine, it must first be determined under which legislation the product will be assessed.

The general process may proceed as follows:

1. Receiving product information

The product name, model, technical characteristics and intended use are examined.

2. Assessing the HS code

The product's customs classification and its links to the relevant legislation are checked.

3. Determining the technical regulations

The Ukrainian technical regulations the product falls under are identified.

4. Reviewing existing documents

The CE certificate, test reports, technical file, ISO certificates and other manufacturer's documents are assessed.

5. Determining the conformity assessment method

It is determined whether the product requires a declaration, certification, testing, factory assessment or another procedure.

6. Testing and technical documentation

Where required, sample tests and technical file work are carried out.

7. Issue of the conformity document

A declaration or certificate of conformity is prepared according to the applicable legislation.

8. Placing on the Ukrainian market

The product's remaining requirements in terms of labelling, technical documentation, import and market surveillance are checked.

The basic aim of the current system in Ukraine is to assess the conformity of products with the requirements set out in technical regulations.

The Difference Between the Old UkrSEPRO and the New System in Ukraine

Old UkrSEPRO approachCurrent approach
National mandatory certification systemTechnical regulations
Obligation according to a specific product listAssessment based on the product and the technical regulation
UkrSEPRO certificateDeclaration / certificate of conformity and the relevant procedure
Old UkrSEPRO certification bodiesAccredited / designated conformity assessment bodies
General UkrSEPRO logicConformity assessment according to the legislation the product falls under
Fixed 2-year or 5-year UkrSEPRO approachThe validity and procedure of the document are determined by the relevant technical regulation

Ukraine's current quality infrastructure includes designated bodies carrying out conformity assessment under technical regulations. Ukraine's Ministry of Economy separately publishes the number and system of these bodies in the current infrastructure.
