SGR Certificate EAEU Guide: Meaning, Products, Countries and Validity

In short
The SGR certificate EAEU rules explained: what the Russian name means, which product groups need state registration, where it is valid, how long it lasts, how it differs from EAC, and a three-step check for your product.
- SGR is the state registration certificate issued in the Eurasian Economic Union for products in Section II of the Common List, governed by EEC Board Decision No. 80.
- The Union is made up of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. The certificate is issued with no time limit.
- You can check whether your product needs one in three steps: product group, TN VED heading and Section III exemption.

Selling household chemicals, disinfectants or personal hygiene products in Russia, Belarus or Kazakhstan often involves a state registration certificate (SGR). It shows that a product has passed state registration in the five-member Eurasian Economic Union (EAEU). An SGR certificate EAEU authorities issue carries no time limit (Eurasian Economic Commission).
What is an SGR certificate?
SGR stands for the certificate of state registration of products, issued for certain products in the EAEU. Its official Russian name is svidetelstvo o gosudarstvennoy registratsii produktsii (EEC Board Decision No. 80).
Which decision governs the SGR?
Decision No. 80 of the Board of the Eurasian Economic Commission (EEC) governs the SGR. The decision was adopted on 30.06.2017, published on 04.07.2017 and entered into force on 01.06.2019.
The key act for sanitary control is older: Customs Union Commission Decision No. 299 of 28 May 2010 (Eurasian Economic Commission). Section II of its Common List (goods subject to sanitary control at the customs border and within the Union) names the products that need state registration. The certificate is printed on accountable official forms, that is, official forms whose use is tracked.
Which products need an SGR, and which do not?
State registration is needed for products named in Section II of the Common List that are made in, or imported into, the EAEU customs territory for the first time. Examples from the list include:
disinfection, disinfestation (insect control) and deratization (rodent control) agents, except those for veterinary use
household chemicals
potentially hazardous chemical and biological substances, except medical products
water treatment materials and devices for drinking water supply systems
personal hygiene products for adults
Products that do not need one are named in Section III of the Common List. For these, no registration certificate is required, whatever their code in the Union's foreign trade commodity nomenclature (TN VED) (Eurasian Economic Commission). In everyday terms, it plays the role of the Harmonized System (HS) code that Türkiye's customs tariff statistics position (GTİP) is built on.
Raw materials and active substances intended solely for making cosmetics, household chemicals, plant protection products, disinfectants or pharmaceuticals are exempt too. A product name on the list is not enough on its own.
SGR certificate EAEU: where is it valid?
Registration counts in all five member states of the Eurasian Economic Union: Armenia, Belarus, Kazakhstan, Kyrgyzstan and the Russian Federation (Eurasian Economic Union official website).
How long is an SGR valid?
An SGR is issued with no time limit. It lasts for the whole import period of third-country goods, or the whole production period of goods made inside the EAEU.
Where can you verify an SGR?
You check SGRs in the EEC's unified registry of state registration certificates, under Registries (Реестры) on its website (Eurasian Economic Commission). National registries of member states are listed on a separate EEC page (Eurasian Economic Commission).
On 28 May 2024 the EEC Board adopted a registry amendment that adds a registered disinfectant's instructions for use to the common registry, so finalise your instructions before you apply (Eurasian Economic Commission).
How does an SGR differ from an EAC certificate?
An SGR shows that the product has passed state registration, while an EAC (Eurasian Conformity) certificate or declaration confirms that the product meets an EAEU technical regulation.
Certification or declaration is mandatory only when the relevant technical regulation calls for it. If a technical regulation prescribes state registration instead, those products are not listed in Section II, and registration proves compliance with that regulation.
The forms of the EAC certificate and declaration were approved by EEC Board Decision No. 154 of 15 November 2016. Certificates and declarations sit in the Unified Register of conformity assessment documents, and SGRs in the separate registry of state registration certificates.
How do you check whether your product needs an SGR?
A product needs state registration only if both its group and its tariff code match the list. Say you are a Turkish producer shipping a disinfectant or household chemical to Russia. Ask the Common List three questions:
Is the product group in Section II? Disinfection agents and household chemicals are, but the groups above are only examples, so check the full Section II.
Does your TN VED code match the listed heading? The scope can narrow within a heading. From heading 3403, for example, only products for greasing textiles, leather and fur are subject to registration.
Does a Section III exemption apply? Exemptions apply only to products already caught by Section II. Samples sent for sanitary (health-safety) examination for an SGR application are one of them.
If your product is not in Section II, also read the technical regulation it falls under (the EAEU rule setting its safety requirements), because that regulation may prescribe state registration or an EAC certificate or declaration.
At customs, transport or commercial documents or the manufacturer's information letter show the product's area of use. A product used only for leather greasing then falls within the narrowed scope of heading 3403.
The list also changes. On 14 May 2024 the EEC Council decided to add oral hygiene products and devices to the unified list of products subject to state registration, leaving out those covered by the technical regulation on the safety of perfumery and cosmetic products.
Do not rely on an old PDF. Check the current text of the list.
Gather your product information, technical specifications and, if possible, your GTİP/HS code first. The SGR requirement has to be checked separately for each product.
For a product made outside the EAEU, as in Türkiye, the manufacturer or the supplier (importer) can file the application. The applicant answers for the accuracy of the documents. In Russia, the regional offices of Rospotrebnadzor, Russia's consumer-rights and health-oversight agency, publish the document list on their own pages (Rospotrebnadzor Kostroma office).
The file usually contains the application and copies of the documents the product is made to, such as a standard, technical specification, or formula or composition details. Add the manufacturer's document confirming the product meets them (a quality certificate, safety data sheet, certificate of analysis, free sale certificate or manufacturer's letter), test reports and copies of documents showing the samples' entry into the EAEU customs territory (Rospotrebnadzor Kostroma office).
Anyone filing other than the company's head needs a power of attorney (a letter of authority) (Rospotrebnadzor Moscow office).
The exact filing steps depend on the product. To see how we handle the application on your behalf, visit our EAC certificate and declaration service page.
